All talk, no walk
As long as Denver has two zoning codes, there will be no equity with any plan that Mayor-City Council-CPD propose. Their dirty little secret is that all plans -- Group Living, Area Plans, Residential Infill -- will increase inequity because the City has two zoning codes.
Do your job!
